"Is social media bad for teenagers?" isn't a research question — it's a topic wearing a question mark. Nobody can answer it, because it never says which teenagers, which platforms, how much use, or what "bad" would even look like. This chapter covers two real, established tools for turning a topic like that into something an actual research project could answer.
PICO: A Real Framework From Clinical Medicine
PICO first appears in the research literature in Richardson et al.'s 1995 ACP Journal Club article, "The well-built clinical question: a key to evidence-based decisions." It was built for clinical medicine, but its underlying structure — naming exactly who, what, compared to what, and measured how — generalizes well beyond medical research.
PICO breaks a question into four real, separately named parts:
- P — Population/Problem: who or what, exactly, is the question about?
- I — Intervention: what specific factor, action, or exposure is being examined?
- C — Comparison: compared against what alternative or baseline?
- O — Outcome: what specific, measurable result is the question actually asking about?
Applying PICO to the vague social-media question above (this is a worked example of the method, not a real cited study):
P: teenagers aged 13-17 · I: daily social media use exceeding 3 hours · C: daily use under 1 hour · O: self-reported anxiety symptoms, measured on a standardized scale
Assembled together: "Among teenagers aged 13-17, is daily social media use exceeding 3 hours associated with higher self-reported anxiety symptoms, compared to daily use under 1 hour?" That's a question a real study could actually be designed around — every vague word in the original topic has been replaced with something specific and measurable.
FINER: A Real Checklist for Question Quality
A question can be perfectly well-structured under PICO and still be a poor choice to actually pursue. Stephen Hulley and colleagues, in the textbook Designing Clinical Research, proposed the FINER checklist — five real criteria, now taught well beyond clinical research, for judging whether a well-formed question is actually worth the effort:

Hands-On Exercises
Take the vague topic "Does exercise improve mental health?" and apply PICO to turn it into a single, specific, answerable question. Write out each of the four PICO components explicitly before assembling the final question.
