THREE THINGS TO VERIFY (examples)
1. The list of presidents and their election dates since 1987: shows whether
   every transfer followed an election.
2. The first transfer from a governing party to an opposition party: shows a
   change of power through the ballot, not only a change of person.
3. How each outgoing president left office, including any resignation,
   impeachment or prosecution: shows whether the exits were peaceful.

WHY
The chapter has none of these, so it cannot support the phrase. Course II
covers the 2016-2017 impeachment.
