In 1980 the Gwangju Uprising was retaken by the military and the death toll is disputed. In 1987 protests of an estimated 4 to 5 million people were followed by the regime's June 29 Declaration accepting direct elections. ONE THING NOT EXPLAINED Why the 1987 regime conceded when the 1980 one did not. The sources do not say what the government or army leadership decided.
