WHY
165 is the official government figure. The source says the government
threatened arrest for anyone who disputed it, and scholarly estimates run
from 600 to 2,300. A separate page gives "at least 200". So 165 is one
claim among several, not an established total.

REWRITE
"The government's official figure for deaths at Gwangju was 165, but
scholarly estimates range from 600 to 2,300."

CAUTION
I have not checked who each figure counts, so do not say which is right.
