TWO SENTENCES
Article 23 of the Basic Law envisaged Hong Kong legislating on national
security itself; a 2003 local bill was withdrawn. The 2020 law was
instead enacted by the National People's Congress Standing Committee as a
national law on 30 June 2020 after a 28 May NPC decision, bypassing local
legislative processes, which changed how the "two systems" arrangement
operates.
