Chinese Political History II: Chapter 8, Exercise 1 — Possible Solution ======================================================================= TASK Use the Chapter 2 structure to explain why the Basic Law's guarantee depends on the willingness of the National People's Congress, and say which part of this argument is inference. ARGUMENT 1. The Basic Law is a national law passed by the NPC (and the sources say it guaranteed Hong Kong's capitalist economy, currency, legal system and legislative autonomy for 50 years). 2. Chapter 2: the NPC is "supreme" in the constitution's words, and its Standing Committee acts between sessions; the party's Central Committee leads the State Council under its Organic Law, and party bodies set policy. 3. So the body that granted the autonomy is itself under party leadership, and the guarantee is only as firm as that body's willingness to keep it. WHAT IS INFERENCE Step 3 is my argument from the earlier chapters. The sources for this chapter do not say that the Basic Law lacks an independent enforcement mechanism, only that the 2020 law was imposed nationally. Present step 3 as a reading, not a reported fact.
