IMPRECISE
1. "Its leader": the limit was on the president and vice president
   (Article 79). The general secretary and the CMC chairman already had no
   formal term limit.
2. "Abolished term limits" in general: it removed the two-consecutive-term
   language for those two offices only.
3. It omits the vote and date.

REWRITE
"On 11 March 2018 the National People's Congress voted 2,958 to 2, with 3
abstentions, to remove the two-consecutive-term limit on the president and
vice president in Article 79. State media said the aim was to align the
president with the general secretary and the CMC chairman, neither of
which had a formal term limit."
