Chinese Political History II: Chapter 7, Exercise 2 — Possible Solution ======================================================================= TASK Compare the 2018 vote with the 1992 Three Gorges vote and write two careful sentences about what the difference does and does not tell you. DATA 1992 Three Gorges: 2,633 delegates; 1,767 yes, 177 no, 664 abstain, 25 did not vote 2018 amendment: 2,958 yes, 2 no, 3 abstain CALCULATION 2018 recorded ballots: 2,958 + 2 + 3 = 2,963; not in favor: 5 = 0.17% 1992 not in favor (no + abstain + did not vote): 866 of 2,633 = 32.9% SENTENCES 1. "The 1992 vote drew visible dissent from about a third of delegates, while the 2018 vote drew it from about two-tenths of one percent." 2. "This shows the recorded level of open disagreement fell sharply; it does not show what delegates thought, or whether the difference reflects the issue, the political climate, or how the vote was prepared." CAUTION The two votes used different counting (delegates in 1992, recorded ballots in 2018), so present the percentages as rough.
