Model answer (two of the four):

"It's political":
- For: the idea fits the feeling of resentment after events such as the 2003 Iraq war, and is repeated by well-known commentators.
- Against: it is hard to test, and 2022 shows a British entry winning the jury vote.

"The songs were weak / the effort half-hearted":
- For: the improvement in 2009 and especially 2022 followed a strong song and more investment.
- Against: some strong entries still finished low, so quality alone does not explain every result.

Strongest: most readers choose the effort-and-quality explanation, since it fits 2022 and can be tested, but the best answer says several causes may be at work.
