Eligibility depends on membership of the European Broadcasting Union, not on geography. Israel's broadcaster is an EBU member, and Israel is generally reported as first entering in 1973. Australia's broadcaster SBS is an associate member; Australia was invited as a guest for the 2015 anniversary and has taken part since.

"Euro" refers to the broadcasting union and its history (and the Eurovision network) more than to a strict map of Europe. Some fans welcome the wider field; others think it dilutes the idea of a European contest.
