Model answer (two examples):

1972, Edinburgh: the 1971 winner, Monaco, was not able to stage the contest, and the BBC hosted it in the Usher Hall. First check: that Monaco was the 1971 winner and why it did not host.

2023, Liverpool: the 2022 winner, Ukraine, could not host because of the war, so the United Kingdom, the runner-up, staged the contest on its behalf. First check: that the UK finished second in 2022 and the exact arrangement agreed with Ukraine.

Other pairs from the table are also acceptable (London 1960 or 1963, Brighton 1974, The Hague 1980). The reasons for the earlier hostings are simplified in the chapter, so the first thing to check is why the winner did not host.
