Exercise 3.3 - Solution Semi-finals were introduced because the number of participating countries grew, especially after the end of the Cold War, until too many to fit into one evening. A semi-final (generally dated 2004) and then a second (2008) limited the number in the final, and gave smaller countries a chance to be seen. "Rules change" examples (any two): the language rule (national language, then free choice); the live orchestra (dropped in the late 1990s); the number of performers; relegation of low-scoring countries in the 1990s.
