Safe claims (any two): Marcel Bezencon is widely credited with the idea; the Sanremo Music Festival is a commonly named model; the EBU adopted the idea.

Claim to hedge: that the idea was one man's alone. Accounts differ on how much was Bezencon's proposal and how much developed in committee, so "one man had the idea" is probably tidier than what happened.
