euesa1-10, Exercise 3: What kind of thing is ESA? Model answer (about 150 words): ESA is all three, but the scientific record is its strongest claim. As a science organisation it produced Giotto, Huygens, Rosetta and Gaia (Chapters 5 and 6). As an industrial programme it spreads work across member countries through the fair-return rule (Chapter 3). As a political project it depends on bargains among governments, from the 1973 deal to the effects of the war in Ukraine and Brexit (Chapters 2 and 9). Against the science view: much of its budget is for launchers and applications. Against the industry view: fair return can raise cost and delay. Against the political view: the missions succeed or fail on engineering, whatever the politics. A good answer takes a position, gives a point on each side, and keeps claims that need checking separate.
