Model answer (claim: "Country X is the best Olympic nation per head"):

1. Which table and which rule? Golds only, or total medals, and which Games are included.
2. Which population is used, and is it the present figure or the figure at the time of each Games?
3. What are the sources, and have medals been reallocated since? Compare the IOC and Olympedia figures.

Other sensible checks: how successor states and early or disputed events are handled, and whether a few small nations with one medal distort the list. Any three reasoned checks are acceptable.
