The format depended on viewers in many countries agreeing the result was fair. A referee from a country that was not competing (the Swiss pair, Gennaro Olivieri and Guido Pancaldi) supplied neutrality.

Their calm, formal manner, matching outfits and whistles played against the chaos around them, so the contrast became part of the joke and an emblem of the show.
